Phase II
In cases where a potential source for environmental contamination is identified, a Phase II ESA is performed. Through the analysis of the on-site soil and/or ground-water quality we evaluate the property for evidence of contamination. This provides a simple “yes or no” answer to whether a potential threat is present by comparing the State and Federal cleanup target levels.
The Phase II assessment utilizes the data collected in the Phase I to design and implement the collection of soil, radon, asbestos and water samples obtained from the construction of wells or soil borings, or other field investigations including soil-gas, geophysical or electromagnetic surveys. All samples are analyzed by a State Certified QA/QC laboratory. Air testing for radon gas might be required, approved test kits are installed in a Phase II. Sites may also be examined for asbestos. If well-supply facilities exist, water samples may be collected in the absence of any previous analysis.
At the completion of the Phase II investigation, a report is prepared describing the findings. If contamination is found, a Phase III investigation may be warranted to remediate the site for purchase or sale. If the sites owner does not voluntarily clean up the site, then the state and federal environmental agencies may clean it up and file an environmental lien against the property.
